The increase during this period, in turn, reflected an improvement in terms of trade rather than a complete break with the neoliberal model (Petras and Veltmeyer 2009). The region also underwent a profound transnationalization of its production and service infrastructure associated with the wave of privatizations and removal of barriers to speculative finance capital. As Robinson (2004) points out, Latin America was a net exporter of $219 billion in capital surplus to the world economy during the ‘lost decade’ of 1982 to 1990, and then became a net importer from 1991 through to 1998.

The centre-left governments of South America such as Brazil, Argentina and Uruguay are not considered in this study, where democracy promotion efforts are, in any case, minimal. Although Central America is not considered in any depth either, Chapter 2 provides some comments on recent democracy promotion efforts in Honduras, where the US and Canadian response to the coup in June 2009 shed more light on the contradictions of this form of practice.
