Insofar as people value this freedom to choose, and not just the actual level of achievement, well-being can be said to reside in one’s capability and not in functioning. The concept of capability thus emerges as the relevant space for the purpose of evaluating the well-being of people under alternative states of affairs. Sen argues, however, that in many contexts the space of outcome may have to be broadened even further to include what he calls “agency considerations” in addition to considerations of well-being.

One way of looking at the contrast between Rawls and Sen is to note the existence of two kinds of pluralities—plural values on the one hand and plural efficiency of converting goods into freedoms on the other. Rawls’s focus on primary goods solves the problem of plural values, but ignores the problem of plural efficiency, whereas Sen’s focus on capability or freedom deals successfully with both kinds of plurality at the same time. With this insistence on freedom as the relevant space for social evaluation, Sen’s two lines of departure from welfarism finally converged.

Rawls was concerned with principles of fairness in a “liberal” society that respected plurality of values. In such a society, different individuals will be expected to pursue different ends in keeping with their respective value systems, or what Rawls called their “comprehensive doctrine of the good”. Since their achievements will be shaped as much by their respective values as by their possession of primary goods, respect for plural values demands that we should not pass judgement on the relative goodness of their achievements.
