War communism' came to involve the nationalization of the `commanding heights' of the economy, that is, the major industrial enterprises, the banks, and the mining activities. It also involved the takeover of landlord estates by the peasantry, who divided up the land. A centralized state organ took control over industry. The creation of a centralized, military-like, political and party structure began. 2 million tons in 1913 to 200 000 tons in 1920 (Hobsbawm 1994:378). The Bolsheviks could claim victory in the civil war in 1920, but the economy was in a terrible shape and the population was exhausted and decimated (two million emigrated, among them many of the educated).

The theory says simply that if some do relatively well, others will emulate them or fall by the wayside' (Waltz 1979:118). Socialization and competition are the two principal ways in which the anarchic structure affects states. Waltz draws an analogy between states in anarchy and firms in the marketplace. Both firms and states can succeed through coincidence, dumb luck, or whatever. Rationality, the conscious intention of wanting and trying to succeed, need not be involved. Provided they happen to do the right thing they will survive and prosper.

It merely emphasizes that the choice of where to begin the analysis ± at the domestic or at the international level ± is a matter of analytical convenience.
