The redistributive command economy also has a distinctive set of macroeconomic characteristics. Solving" inputoutput problems - that is, attaining consistency between output and uses - is not a particularly difficult problem. In a real command economy, however, solving the problem of consistency is difficult, because supply plans must be drawn up for each individual producer. Given that producers differ, their material usage norms will also differ, and the real problem is vastly more complicated that even the most elaborate input-output matrix. The supply plan is generally worked out in the form of "material balances," in which sources and uses of each individual commodity, expressed in physical quantities, are equated.

Financial decentralization - unaccompanied by reform of the material allocation system - will accomplish little. Similarly, providing profit incentives for managers will mean little if managerial career paths are still determined by Communist Party personnel departments (nomenklatura system) in which achievements are evaluated by a different yardstick. As a result, system change must simultaneously alter the control systems that affect materials, manpower, and money. Initial stages of changes will have only modest impact.
