The 1970s and 1980s were not the first time that eastern energy supplies had played a part in western industrial policies. In the earliest postwar years the question arose of the availability of Polish coal, immediately and in the future. Then the issue turned around, and the question was how far to go in cutting coal imports that were cheaper than the domestic production which was being reduced in favour of oil. Nowadays the British again face a choice between letting nationalised industries buy Polish coal and raising the costs of railways and steelmaking to ease the adjustment in domestic coalmining.

If one then assumed that a country's international transactions were all of roughly equal importance, dollar for dollar, one could estimate the impact of a certain segment on its industrial policies. That line of reasoning would quickly lead to the conclusion that economic relations with the East have had a very modest influence on the industrial policies of most western nations. The exceptions would be those countries that had much larger than average shares of trade with CMEA countries, or special reasons to foster those relations.
