All the researchers surveyed in this book desired that the results of their work might lead to a collaborative international policy regime on a range of problems. Indeed, the closer we advance to the 1940s, the greater the range of problems on which consensuses were being formed at the international level than might have been imagined in the early 1920s. Nevertheless, our researchers were not Utopian system builders or international regime builders, even if they tended to downplay (especially from the late 1930s) any counterproductive consequences of international economic and social cooperation.
