Fragmentation has also made it comparatively easy for regional political constituencies, particularly southern interests, that have opposed nationalizing reforms to block legislation supported by a national majority. From the late eighteenth to the mid-twentieth centuries, southern commercial farmers took maximum advantage of political decentralization to maintain tight control over black labor.

In Britain, the Liberal party introduced state-run, contributory unemployment insurance in 1911 40 Welfare As We Knew It against labor opposition. Led by syndicalists, the French labor movement was even more adamantly opposed to social insurance. Typically, European trade unions and labor parties supported social insurance only after it had been established by other actors and only on the condition that new programs would not tax workers, that is, that they be financed from progressive taxes and general revenues.

On the assumption that business actors would be less likely to oppose programs that were based on their own voluntary experiences with "welfare capitalism" and self-regulation, reformers turned to business elites themselves for ideas on how to protect the local business climate. 48 The structure of the electoral system raised other hurdles.
